Executive Order 2026‑04 Signed: August 4, 2026 Governor: Josh Shapiro


Pennsylvania has issued a major modernization directive for statewide emergency readiness. Executive Order 2026‑04 establishes:


  • Commonwealth Surge Workforce A trained, rapidly deployable personnel pool for disaster response.

  • Emergency Readiness Advisory Group A cross‑agency body led by PEMA to streamline policies, coordination, and operational alignment.

  • Emergency Readiness Action Plan A statewide strategy to prepare for reduced federal disaster support and increased state-level responsibility.

  • Whole-of-Government Modernization Agencies must update procedures, training, logistics, and operational frameworks to meet emerging readiness demands.
